__GNUC__ shouldn't be hardcoded in the gcc binary as a definition passed to cpp. It should be defined in specs, so that specs files written for older versions of gcc (e.g. 1.40) won't create warnings that some users could potentially misunderstand. The specs file is a really nice idea. Advatange should be taken of it wherever possible.
