ANSI header files for gcc?

A quote from the INSTALL file for gcc 2.3.1:

[Step] 13. Correct errors in the header files on your machine.

Various system header files often contain constructs which are
erroneous, incompatible with ANSI C or otherwise unsuitable, and
they will not work when you compile programs with GNU CC.

             [. . .]

It is not the purpose of `install-fixincludes' to add prototypes to
the system header files. We support headers with ANSI C
prototypes in the GNU C Library, and we have no time to support
adding them to other systems' header files.

What does this last paragraph mean? "We support"? I want ANSI header
files and I don't want to write them all myself from scratch. If GNU
supports these things, then where can I get them? I haven't been able
to find them on the usual sites. And, once I find them, where do I
put them? In /usr/local/lib/gcc-include? In /usr/local/include? This
hasn't caused me any problems (besides having to explain to my classes
that "it's just that way for now," which I hate), but I'd sure like
to be completely ANSI-fied. After all, that's why I started with gcc
in the first place.

And carlton@husc.harvard.edu (david carlton) and
jbotz@orixa.mtholyoke.edu (Jurgen Botz) let me know that exactly what
I am looking for may be found in

	prep.ai.mit.edu:/pub/gnu/glibc-1.05.tar.Z

. . . a name I had seen, but woefully misinterpreted.

Thank you.
