One note for those trying to build this:

If you just pick up and unpack the 4.6 tar file, and then unpack the
pa-gdb-4.6 tar file on top of it, some of the extracts from the latter
tar file fail because the default modes on at least some of the 4.6
files is 444.. if you're not paying attention, you'll miss the error
messages.

Doing a "chmod +w" on the overlapping files is all you need to fix the
problem.
