It was a WFNBOSS problem, nothing to do with Ghostscript.
Thanks to all who responded to my post.  

Basically, there is a bug in WFNBOSS as it doesn't save
global parameters after each conversion.  So you MUST quit
and rerun the program after each conversion!!  

Also it gives the same UniqueID to all the fonts so you have
to edit and change if you want to use more than 1 at a time.

Finally, make sure the resulting pfb file is copied as a
BINARY file when transferring to other systems.

I couldn't get pfbtogs to work to convert the pfb file
for me to edit.  The error message from gs252 is:
(run from Sparc1 running SunOS4.1.1 & OpenWindows 2.0)
