Great!  Would you believe that FSF has already done this?

If you check prep.ai.mit.edu in the /pub/gnu/GNUinfo directory, you will
find a file called FTP which describes much of the software in the archive
and how to obtain it.  You might also want to check the file named DISTRIB
which contains an order form for the GNU tapes and manuals.
