How/Where to get Software and FAQ?

I am new to GNU software. Will someone please tell me how
to obtain it and find out what it available and what the
software does. I see discussion about packages but have no
idea what the command/application is supposed to do. If there
is an FAQ, I'm sure that would help quite a bit.
