Is there a gnu version of ar?  If so, can it be configured to handle archive 
member file names that are longer than 16 characters?

Get binutils-2.0.tar.Z from your friendly GNU archive.
This support long filenames.  (There were some bugs in archive
support in 2.0.  These will be fixed in 2.1, which I'm afraid
we will not have time to release soon.)
