   Can anyone out there advise me in this matter. I am using GCC 2.3.2,
   GAS 1.38.1, BINUTILS 2.0, and GDB 4.7. Though not thoroughly checked
   out yet, each piece seems happy though each seems to have a different
   concept of what a.out formats really are... GAS uses a.out.gnu.h,
   BINUTILS uses a version of BFD front-end, GDB uses a different version
   of BFD front-end.

GAS will soon use BFD as well.

The differences between the binutils and gdb versions of BFD are merely that
one was a snapshot of the library taken before the other.

   I have home-brew tools that want to recognize some parts of the a.out
   format. What header file should I use from which of these tools to
   accurately reflect the a.out format for these home-brew tools?

The gdb release was more recent, so I'd suggest using that, to catch any
bugfixes made since the binutils 2.0 release. (I don't know offhand if any
fixes were made to a.out handling in that interval.)  Use include/bfd.h;
include/aout may have some files of interest, depending on what you're
doing.
