Bison version in produced parser, please

Bison should output, in the generated parser, some identification of
the precise Bison release version producing it, would it be a C
comment.  Alternatively, the Bison precise release version could be
commented in the skeleton file.

It sometimes matters to know if a generated parser from a distribution
has some bison problem resolved, or not, when we know which precise
release solved it.  A comment costs nothing, and might be useful.

For reference, I'm using GNU Bison 1.19.
