Hello,

It had been a while since I read the NEWS in tar 1.11.1 and I thought I
would check and see how the new tar manual was progressing.

In particular, I'm trying to figure out about incremental dumps and the
--volno-file switch.

Any help, pointers, etc would be appreciated.
