GNU Make 3.57 Texinfo Problem

I am making Make 3.57 on a Sun386i using sunos 4.0.2. I am also using
texinfo version 1.18. I am running TeX Version 2.9

When I make the Make manual using TeX I get the error:

! Undefined control sequence.
l.367 @heading
               NO WARRANTY

Do I need a newer version of texinfo.tex ? What is the newest version of
texinfo and where can I ftp it from ?

As a side question where is the latest version of texindex.c available
from?
