I very frequently create new shells attached to windows or Emacs buffers. These shells are generally started up from scratch. I would much prefer to simply fork an existing shell, both for speed reasons and so that I don't lose the context I've gotten used to. If bash is given appropriate features for this (I'm imagining a command that would take the new terminal device for the child process), then Emacs can be easily made to take advantage of it, and a similar feature can be put in xterm, mterm, etc. so that they fork along with the shell.
