gas v1.38 missing file

I've tried to compile gas v1.38 (from a decus tape) and it failed due to a
missing file. The file is "a_out.h" (for vms) which is included from the file
"struc-symbol.h". If a newer version of gas contains the missing file then
please disregard this message.
