No texinfo.tex with gnu tar 1.10 !!

The 'Subject' line says all, except the fact that the texinfo.tex with the 
most recent texinfo package does not work with tar.texinfo when TeX is 
used to try to make a dvi file.   

Without a working texinfo.tex, its a little hard to make a hardcopy of the 
manual for gnu tar!
