does gnu linker make binaries with undefined externals

SunOS 4.1.x linker is making binaries with undefined externals which is quite annoying.

I recall previous behavior didn't (I think) make undefined externals except with an
option to link with errors.

Does Gnu link do this? Or does it not make the executable with undefined externals,
meaning the next attempt has to make the executable in link.
