I have installed RCS 5.6 on a Sun4 pool (IPC,IPX,SS2) and noticed that
RCS didn't work correctly with my changing user ID with the su
command. I'm not sure if I did something wrong at compile time, RCS is
not working suid or sgid here.

^^^^^^ this is not true, I did
"su emacs", and the emacs login became owner of the file foo.lisp.

Did I use wrong compile-time options? Is this the normal behavior for
RCS? I would expect RCS to honor the su command.
