At prep.ai.mit.edu:/pub/gnu one can find the file texinfo-2.16.README which is
identical to the file README in the directory texinfo-2.16 that we can get from
the same place.

Is there a special reason why the information is duplicated?

I presume you are referring to the README file in texinfo-2.16.tar.Z.

It's available as a separate README file so that can download just the file
and see the package is about before getting the whole thing. It's not
terribly important.
