In GNU Tar ver. 1.05, in the file tar.texinfo:

The next node pointer of the node Options points to the first
child, instead of the next node on the same level.  In order to
maintain a tree-structured directory, change the line

@node Options, General Options, Commands, Top

to read

@node Options, FullDumps, Commands, Top
