Make-3.48 has a poor assumption about the positioning of output flag
and file name for assembling (at least under Unicos).  The default is:

	$(COMPILE.s) $< -o $@

A better rule (and one that is probably more portable) is:

	$(COMPILE.s) -o $@ $<
