I tried to install screen 3.2a.

Its setuid to root and I did see any documentation (I looked) about why.

I ran it without installing it and it seemed to work somewhat.

In the makefile, I see: 
install: all
        $(INSTALL_PROGRAM) screen $(bindir)/screen
        -chown root $(bindir)/screen && chmod 4755 $(bindir)/screen

What gives?

You must not have looked in config.h.in...
