The -e flag doesn't appear to work in make 3.55.

It is described in section 7.8 variables from the environment
but it isn't listed under options (I only have hardcopy of the 3.51 manual,
the current one appears to have the same problems.)

In main.c, the flag env_overrides is being tested before decode_switches is
being called.
