autoconf: Doesn't catch `tzname' on RS/6000.

The test case `configure' tries to compile to check for `tzname' looks
like this:

  #include <time.h>
  #ifndef tzname /* For SGI.  */
  extern char **tzname;
  #endif
  main() { exit(0); } t() { atoi(*tzname); }

With some versions of the IBM C compiler, this generates an error:

  "conftest.c", line 3.15: 1506-030 (S) Identifier tzname cannot be redeclared.

This is because previously, in <time.h>, `tzname' was defined as:

  extern char *tzname[];

This generates a type mismatch. Defining the test case as:

  #include <time.h>
  #ifndef tzname /* For SGI.  */
  extern char *tzname[];
  #endif
  main() { exit(0); } t() { atoi(*tzname); }

solves the problem, on this machine.
