finger 1.37 configure on ISC 2.2.1

The configure script in finger 1.37 doesn't work properly on Interactive
Unix 2.2.1, because the Autoconf checks for Unix variants depend on the
right value for $(CC) already being set. Following is a patch.

Also, the check for const and other features which use AC_COMPILE_CHECK
do not work properly, because finger's configure.in does an explicit
check for -lc ... but -lc defines `exit', and so does -lgcc (in GCC 2),
and so ld complains about a multiply defined symbol.

I'm not sure what the right fix is -- configure.in could be changed
to only do those library checks on svr4 (according to the comment); or
it could be changed to not check for -lc if gcc 2 is being used (that
would require changing Autoconf). Neither of those sound too appealing.

	* configure.in: Do program checks (to get CC) before variant checks.
