GNU `sort -s' not working as documented

This pertains to GNU sort from GNU textutils 1.3, compiled with GNU C
1.40 under COFF encapsulation on this 386/ix 2.0.2 system, waiting for
Hurd to be available :-). The documentation says:

Finally, as a last resort when all keys compare equal (or if no
ordering options were specified at all), sort compares the lines
byte by byte in machine collating sequence. The -s option
disables this last resort comparison, producing a stable sort.

So, a mere `sort -s FILE' should behave the same as `cat FILE'. But:

	~/8c) { echo b; echo a } | sort -s
	a
	b
	~/8c) type sort
	sort is hashed (/usr/local/gnubin/sort)
	~/8c) grep ersion /usr/local/gnubin/sort
	GNU textutils version 1.3
	~/8c)
