Probably overheat is the problem!!  The Segate 7200rpm HDD is really HOT!!
There are 2 HDD and 1 CD-ROM in your case.  If you are not using larger 
case, the hot air from CPU, regulator and your disk drives cannot leave 
and make your computer halt.

I was using T2P4C (a very large regulator for Cyrix 5V CPU), 3 HDD and 2 
CD-ROMs.  It usually handed every 15 minutes.  After I removed the cover 
of disk trays and drill some holes on the case cover, it did better.

Try to remove your case cover and see if it is better.
