When your modem dials your ISP phone numbers,
you can hear different high- and low-pitch tones "doo...doo..",
each tone representing one digit number it dials.

The duration is the time between one digit number and the next.
In other words, you can program your modem how fast to dial.
eg. S11=50 means 0.5 second for each dial digit.

Do note that this has nothing to do with "improving download speed"
as titled.
