Voting complications are natural consequences of democracy. TCL BBS
SysOp, of course, can control everything because he _owns_ it. Note
that you can only request, but not have effective votes to control
things by _yourself_.
Now, if a single person in this world becomes the "SysOp" of Usenet
and decides everything. Would you like it ? What if he happens to
be an American, and forbid you to post Chinese articles ?
: Anyway, can the procedure be simplified?
How do you prevent people from messing up newsgroup hierarchy without
a systematic mechanism ? If you can come up with an ideal solution,
all of us would like to hear it.

Peter Wai-Kwok Lie
