4 hours are a bit tight.  Tell you what: Chicago (O Hare airport, not 
Midway) has about the best transportation in any world class big city.  The 
"L" (for elevated train) goes anywhere in the city for about US$1.75, and has 
a station right inside the airport.  Goto downtown (the loop), and you might 
need to change train to go south for Uchicago.  i think you need a lot of luck 
to do all that in 2 hours.  Don't count on it, because Chicago is a BIG city.
i think you have a fair chance to do it if you can arrange a 6 hours stopover.

Not that difficult at all.  The airport has at least direct bus to goto 
Wisconsin; you might check at the airport bus counter to see whether they have 
one that goes to Champaigne directly.  If not, just goto downtown, and catch a 
greyhound or trailway.  There must be at least 5 daily ride between Champaign 
and Chicago daily.  If you don't go at night, downtown is very safe.  --kin
