Stopping ICQ Announcements

Does anyone know how to stop the ICQ announcements from launching when you open ICQ? I've been playing around with the registry, and I have discovered how to get rid of the text in the announcements; however, I have not determined how to stop the announcements thing from launching. ANy help would be greatly appreciated.

When you find out let me know!! damn thing ticks me off already took a look @ the exe as well they may like it but I may just delete the damn program to many hoops if you know what I mean
