NT shutdown delay

My NTWrkSt 4.0 have a delay by shutting down 5 min.! What can i do, to resolve this problem? I don't know which are they register keys to attend. If you have the NT 4.0 Resource Kit is very simple: you have to go on the "Management" menu to start the "Shutdown Workstation" program. With this program you can set the delay time to shutdown. I wrote a really small applet while learning to use MFC that does a
fast shutdown (doesn't save the desktop the way NT does, and that's
good for me). If someone wants it, it is not supported but free (in
the GNU meaning).
