Be very persistant in your demands.  I don't know all the laws for California but this little boy should be entitled to all sorts of programs and help.  But....from experience on both sides, both as educator and parent....be demanding.  What happens with this little boy now will make a big difference in his future.  I know of parents who have changed school districts in order to have the needs of their child met. Sometimes that isn't possible economically for the family, but changing a special needs child 



to another district means loss of money to that child's home district.
