AREA:INET.ICDECC-M From: KWB107@PSUVM.PSU.EDU (<KWB107@PSUVM.PSU.EDU>) Date: Tue, 27 Oct 1992 14:20:00 GMT Newsgroups: mlist.icdecc-m - - The original note follows - - Date: Mon, 26 Oct 92 19:19 CST From: DC3583@UOKMVSA.BITNET Subject: practicality of cmc in developing countries Isn't governmental turmoil the main barrier to developing communication technology in developing countries? Isn't this especially true if that government is repressive and seeks to control the usual main source of communication in these countries which is broadcast television or radio? If they seek to control the medium, wouldn't they stifle CMC also? Charles R. Norris in his book THE COMING GLOBAL BOOM states that analysts question the role that computer networks can ever play in the Soviet Union given their paranoid addiction to secrecy and cited their continuing rigid control of copy machines. A friend of ours who served in the Peace Corp in Africa stated that he feels the countries of Senegal, the Ivory Coast, Kenya, and especially Nigeria would be the countries most likely to embrace CMC because of their past committment to education.
