Introduction of Dr. Tony Bates
 
I am happy to introduce Dr. Tony Bates who will be leading the
discussion on "Strategic Planning in Distance Education." 
Tony received a  B.A. in Psychology and a Ph.D. in Educational
Administration. He taught in primary and secondary schools in UK
for three years and conducted three years research on the management 
of large high schools.  In 1969, he accepted a position as a research
officer at the British Open University (OU) and became one of the 
founding staff.  He became a lecturer in educational media research,
established the A/V media research group at OU, and eventually became
full professor in 1986.  His extensive experience in distance education 
and UNESCO.  During the last three years he has been working on 
European
Community projects that are exploring the use of technology to extend
open learning across Europe.
 
At the beginning of 1990, he left the British Open University to become
Executive Director, Research and International Development at the Open
Learning Agency (OLA) in Vancouver, Canada.  He took over 
responsibility
for strategic planning in May this year (dropping international
development), following a management re-organization. He recently
completed a course in strategic planning offered by the American 
Management Association and is now in the process of reviewing OLA's
strategic plan, which has been in place for three years.  An office of
Institutional research has been established to continue work in this 
area.
 
We are very fortunate to have a person of Dr. Bates' caliber to lead 
the
discussion on strategic planning for distance education.  We hope you
will participate in the discussions and make this a wonderful learning
experience for all of us.
