Subject: planning: issues

I'd like to start by finding out what issues regarding the
future of your distance education institution/department
are bugging you the most at the moment. You can do this in two
ways: put them in the conference, or send them to me as an e-mail,
and I'll collect them together/group them. I'll start off by
listing what is causing the Open learning Agency to review
its plans:
        1. 'Formula' funding; we are being treated more or
less the same as all the other institutions
regarding funding of at least our 'base-line'
from our Ministry, despite growing concern
about the need for major changes in our post-secondary
system to meet growing demand and a ceiling on
                public funds.
        2. Related to this is the pressure from the 'regular'
institutions to solve the access problem by building
more campuses: more bums on seats. The council of
colleges and institutes (AECBC) has just produced
a paper on access which reinforces this pressure.
Because a campus is a physical asset in a community,
such pressure carries a good deal of weight
politically.
I'll stop there. When we have a number of 'common' issues, we can
start discussing how to deal with them.
