I agree with this as well. This is one more reason for putting 
responsibility for social assistance back to the community - volunteers 
who are "right there" will be better able to tell those who are in 
need of a helping hand vs those in need of a little honest work for 
a change.

I haven't had that experience myself. Most of them call you names 
at worst, but don't have any viable solutions of their own to offer 
when questioned.
