Why should the rights of the inmates be of paramount concern, if I felt
sorry for anyone being stuck "out in the wilderness", it would be the
guards and their families.  The inmates are there for a finite period,
usually several years or less, the guards could be there for 30+.
Anyways I think there could be a fairly easy solution, concentrate
prisons, ie reduce the number, place them near but not in large urban
centres, which have the necessary transportation.
