I know someone with AIDS who is insane and extremely promiscuous and I think an estimate of thousands of infectees would be conservative. I can't imagine a society that would impose totalitarian police state strip searches to save a few lives while allowing this bioterrorist to roam free. I think police should have the power to pull over vehicles for no reason, forcibly test the driver and passengers for HIV, and then arrest them and send them to Guant�namo for waterboarding.
