The 17 Freeway?  The 101 Freeway?  

I say Highway 17 and Highway 101 myself.  Also the Pacific Coast
Highway aka Highway 1.  Here in NorCal a definite article is used if
the freeway or highway has a name (PCH, Nimitz, Bayshore) but not when
referring to it by number.

SoCal - land of freeways and highways with definite articles.

I bet that this distinction was formed by popular radio announcers in
the early days of radio traffic reports.  Sig probably always used
definite articles when he gave traffic alerts (now called Sig alerts)
in the LA area.  SF radio announcers (and radio announcers elsewhere)
probably skipped the definite articles and just said "a wreck on 101".
