Don't forget that companies have no financial incentive to maintain and
improve the grid and the equipment. After all, where else are you going to
get your electricity? 

Of course, now that they are deregulated, there is no legal incentive for
them to so either. Couple that with politicians who long ago gave up the
purpose of solving problems, and you arrive at these stupid annoyances.
