I didn't write the above, and I strongly disagree with breaking up the
LAUSD. Fix it instead. 

I agree that Valleyites *believe* they are getting the short end of
the fiscal stick, but I doubt whether that's actually true. The
perception, mainly with regard to emergency services, is that they are
most utilized in the southern parts of LA. But that's only part of the
picture. The Valley, to take one example, enjoyed (then suffered from)
more per capita hospital beds than any other part of the city during
the hospital building boom of the 80s. 

It would be interesting to see some statistics about just how public
resources--all of them--are apportioned between the Valley and other
parts of the city. I suspect SFV wouldn't come out too badly in such a
comparison.
