Actually its the other way around Don, the Vulcans are the ones with logic, 
the Romulans broke off from Vulcan and became more warlike, more emotional.  
Still, they have better manners than the Klingons! :>

Seriously though, the secession idea makes little sense.  Its like saying you 
don't like the color of your room on the boat, so you're going to cut it off.  
Just paint the thing.

Someone out there (and I am not sure who, but will find out) has a plan for a 
borough system for LA like in New York.  Each borough runs its own affairs, 
but its all one city.  This way, you get the benefits of both being a big 
city, and having decentralized government.  This seems to make more sense.
