He (being Luke the sysadmin at kaiwan) DID give more that 30 days notice!!!
In early April (around April 3) Luke posted a message to "kaiwan.announce" that
TIA would be banned during the hours of 6PM to midnight. Additionally all users
of TIA were to use the system's copy of TIA located in /usr/local/bin. It seems
to me that you have not been paying attention to the MOTD and the newsgroups that
announce changes in policy. Luke held off enforcing the band for over 30 days and
then when he took steps to enforce the ban YOU blamed him when it was YOUR problem
of not abiding by the rules.

: So which ISP's are the best? Netcom? Primenet? Eeeeeengliiish?

There is no best one, each has it's good and bad qualities. If you don't like
kaiwan then leave and get on with your life.
