You are closer than Mike, but not exactly correct : Saddam used chem weapons 
he received from Ronny Raygun, Dow, and Citizen Rumsfeld.
" To prevent an Iraqi collapse, the Reagan administration supplied 
battlefield intelligence on Iranian troop buildups to the Iraqis, sometimes 
through third parties such as Saudi Arabia. The U.S. tilt toward Iraq was 
enshrined in National Security Decision Directive 114 of Nov. 26, 1983, one 
of the few important Reagan era foreign policy decisions that still remains

thus not capable of producing weapons grade materials
in any quantities.

They were left-overs from before the Bush-the-lesser-stupid's first Gulf War 
fiasco.

If you are implying that there were ANY active Chem/Bio capabilities 
following Desert Storm, you are wrong.
