Most people don't use shell nowadays for the same reason that they don't use DOS anymore. Shell requires a certain know-how, learning some commands, etc. It's not as easy as point and click. Most ISPs don't offer them because it is less hassle. With shell they have to keep programs, mailers, newsreaders, etc., in shape and upgraded. With PPP the onus is on the users to set up/upgrade their own software.
