Sorry if this has been addressed before, but I want to be able
to send mail to an address that contains quotation marks.

It seems that for this, I need to remove the "s" mailer flag
from (at least) my "hhcp" and "ether" mailer descriptions.

Is this a sane thing to do? Is there a better way of mailing
to a decnet site?

At the moment, the quotes stay in the "To:" header line OK
but are being stripped from the RCPT TO line (smtp/ether)
and from the Grey Book header (hhcp).
