You have just run into ucbmail (and Mailtool) failure to comply with RFC822
/ 1023.  A list of recipients should be comma seperated, but Eric Allman
decided to be nice to users of ucbmail and allowed a space separated list as
an option.

To re-enable this misfeature look for Oof in your config file, and change it
to Oot.  You may find it better to replace ucbmail with elm, mush or mh.
