Those are fees to cover for the sterelization and the shots.  The
"Animal Rescue Networks" have fees somewhat lower than SPCA and they
have some pictures of their cats with a small comments.  I don't have
the URL with me unfortunately.  They are on Geocities...

Not necessarily.  People may need to give their cat because they or
their kid(s) developped allergies.

I'm pretty sure there are many more exceptions.  I've read many great
stories on rec.pets.cats about cats people have got from a shelter.
