I've been corresponding with Jon Postel at ISI regarding this
discussion, trying to get some more information on their thoughts.
This is where most of my information is coming from:

According to Mr. Postel, in email:

The US domain are now delegating portions of the US domain.  The US
domain structure is

        <local-name>.<locality>.<state-code>.US.

We will delegate a locality.  For example, we will delegate

        "Ann-Arbor.MI.US"

This was news to me.
