Anyone know if Horst Mann still publishes his 313 bbs list? If so, know
where I could find a copy?

The latest copy I heard of was in March. The list is available for
anonymous FTP from freebie.engin.umich.edu:/pub/misc/.

       oak.oakland.edu: /pub/msdos/bbslists/313bbs26.zip
wsmr-simtel20.army.mil: pd1:<msdos.bbslists>313bbs26.zip

See also bloke51b.zip, a program for MS-DOS, whose one line description
is: BBS Locator, avoids 313BBS.LST zone/toll calls
