I found out by accident that Earthlink will give you $10 off per month for a
year on your DSL if you call to cancel. Apparently they are trying to
compete with local phone companies who are having big DSL promotions at this
time. Other DSL providers are also offering discounts for the first year.

The discount is not publicized. I found out when Earthlink suddenly began
billing me for a dial-up account that I had not had since 2000. I was pissed
at the runaround I was getting and was going to close my Earthlink DSL
account and move to SBC or a local provider. The lady in the DSL department
told me that she couldn't do anything about the billing issue, but that she
could give me $10 off per month for a year on my DSL. Then I called back and
was persistent, but polite, about the dial-up account and they finally took
care of getting rid of that charge as well (only took a total of about an
hour of phone calls and asking to talk to supervisors).

Don't ask for the promotion directly. Complain about the cost, tell them how
your phone company has a better deal, etc. I don't know if this offer varies
by region.
